1. What is Double Jeopardy?

It is an objection of an accused person to repeated trial for the same alleged offence

2. What is Dissolution?

Under Article 85 President dissolves the house as per procedure in Constitution. It ends life of house and fresh election is essential to form new house.

3. What is Hung Parliament?

It is Parliament where no party won a working majority

4. What is Money Bill?

A Bill which contains provisions dealing with imposition, repeal, remission, alteration or regulation of taxes is called Money Bill. It is defined in article 110.

5. What are Ordinances?

They are temporary laws created by President on recommendation of Union Cabinet. They can only be issued when Parliament is not in session. They enable the Government to take immediate legislative action. They cease to operate if Parliament does not approve them within six weeks of reassembly or if disapproving resolution are passed by both houses.

6. What is Petition?

It is an application to superior or group in authority

7. What is Question Hour?

It is a time fixed for asking and answering oral questions in a sitting in Legislature

8. What is Quorum?

It is the minimum number of members required to be present at assembly before it can validly proceed

9. What is Vote On Account?

It is an estimate of advance payment to Government departments to carry on their work from beginning of financial year till the passing of appropriate act

10. What is Zero Hour?

It is one hour immediately after the Question Hour. It is called so because it begins at 12 o’ clock. Those questions of public importance are asked which can’t wait for 10 days advance notice

11. What is Budget?

It is present in Article 112 to Article 117. As per Article 112 President thorough his representative usually Finance Minister presents the annual financial statement before Parliament. It estimates receipts and expenditures both revenue and capital of that financial year. The budget speech has two parts. At the end of budget speech in Lok Sabha it is laid in Rajya Sabha. Rajya Sabha can only discuss the budget. After discussion, house is adjourned for one month during which 24 standing committee carry out detailed scrutiny of budget. Voting on demand for grants takes place in Lok Sabha. After this, appropriate bills are introduced. Finance bill that includes taxation proposals and introduced with general budget has to be passed within 25 days of introduction.

12. What is Electoral Roll?

In common term it is the Voter List on the basis of which an election is performed.

13. What is Floor Crossing?

It means the expulsion of a member of parliament from a party if he joins another party.
